Paris as a test city for the legalization of recreational cannabis

The Paris Council will meet from July 8th to discuss the legalization of recreational cannabis in the French capital.

This debate, proposed by the Radical Left, Center, and Independent (RGCI) group, proposes turning Paris into a test city. According to the group's president, Laurence Goldgrab, the aim is to make Paris a testing ground for the legalization of recreational cannabis for adults, under strict regulations.

According to Goldgrab, France has the most repressive cannabis system in Europe. However, it is also the country where consumption is skyrocketing, and he states that this repressive policy is ineffective and costly. Currently in France, penalties for cannabis possession can be up to one year in prison and/or a €3,750 fine.

The RGCI believes that legalization will better protect minors and allow for a more effective fight against organized crime. Furthermore, a portion of the tax revenue should be invested in prevention. It is estimated that approximately €2 billion in tax revenue could be generated annually.

The proposal comes a few weeks after the publication in the magazine 'Le Nouvel Observateur' of a letter calling for the legalization of recreational cannabis in France, signed by more than 70 prominent figures. These include doctors, economists, and politicians, such as former left-wing minister Benoît Hamon and Green MEP Yannick Jadot.

Legalization in Paris will not be immediate.

There are differing opinions among the mayors of the city's districts regarding legalization. In any case, even if the Paris City Council votes on the proposal this week, cannabis will not be legalized in the capital immediately. The aim is to draw the government's attention and show them that Paris is ready.
