Regulation of cannabis clubs in Bilbao
This Thursday, the city council will begin the process of creating municipal regulations for cannabis clubs. This process will provide the City Council with urban planning regulations that permit such establishments, in accordance with the Basque Government's approved Law on Addictions.
The plenary session will urge the government to develop urban planning regulations, involving professional groups, to regulate the conditions of operation and location of cannabis clubs. This proposal will be put forward by three of the four opposition groups.
The Bizkaia municipality of Erandio is also awaiting full approval for the municipality to adopt an ordinance for the regulation of cannabis clubs.
Aitor Brión, lawyer for the Basque Cannabis Federation, says that “it is positive news because the regulation removes legal uncertainty for many associations and clubs that do not know what to expect” and that the key is that, following San Sebastián's lead, more municipalities “will be encouraged”.
According to Martín Barriuso, representative of the Federation of State Associations, who emphasizes that consumption must always be responsible, what "must prevail is dialogue so that regulation avoids further insecurity."“
This regulation is also positively valued by the Gizakia Foundation, which helps people overcome addictions, and by Cannabis Associations.
