Medicinal use of cannabis approved in Peru

A law regulating the medicinal and therapeutic use of cannabis was finally approved by the Peruvian Congress. It was passed at the initiative of Representative Tani Pariona and Congressman Alberto de Belaunde, who were later joined by legislators from other political parties.

The vote passed with 67 votes in favor, 5 against, and 3 abstentions. President Pedro Pablo Kuczynski is now expected to sign it into law in the coming days. The bill combines the use of cannabis for medicinal purposes with an initiative introduced in February. That initiative allows for the importation and sale of cannabis.

Official user registration for medicinal cannabis use

The Ministry of Health plans to create a confidential official registry. This registry will include users who will be able to purchase medicinal cannabis and will contain information about their condition and the recommended dosage.

An official registry will also be opened for legal entities or individuals that import or market cannabis, as well as for laboratories authorized to produce cannabis and a registry of entities dedicated to research on cannabis and its derivatives for medicinal and therapeutic purposes.

Congressman Belaunde stated during the plenary debate that Chile, Uruguay, Colombia, 20 US states, Canada, Australia, and several European countries already have some type of regulation on medicinal cannabis.

Congresswoman Pariona believes that 100,000 people could see an improvement in their quality of life through its medicinal use. These are people with illnesses such as epilepsy, Parkinson's disease, cancer, chronic conditions, and other terminal illnesses.

In February, the National Police raided a laboratory in Lima. This laboratory was dedicated to the production of cannabis oil for medicinal purposes. It was an initiative of the Seeking Hope Association, which brought together some 80 users who required medicinal cannabis. Belaunde will add a final provision to the approved law so that the Public Prosecutor's Office can drop the drug trafficking charges against the women who worked in the laboratory.
