On Tuesday, June 5, 2018, the Valencian Parliament called for the regulation of cannabis. This was done through a non-binding resolution agreed upon by the political parties PSOE, Podemos, Ciudadanos, and Comprom\u00eds. The PP, however, opposed the resolution.<\/p>\n

The proposed non-binding resolution urges the Government to make legal changes to regulate the cultivation of cannabis for personal use. It also calls for modifications to the legal framework to decriminalize this activity and grant it legal status. The resolution focuses primarily on regulating the therapeutic use of marijuana and establishing controlled points of sale. It also aims to define logistical networks to prevent the fraudulent use of medicinal cannabis.<\/p>\n

A commission of the Valencian Parliament has been established to study, from a legal and technical perspective, how to guarantee access to cannabis for therapeutic users, respecting their right to autonomy and with medical supervision. This includes considering the user's right to cultivate their own cannabis for consumption and promoting the scientific study of its therapeutic properties.<\/p>\n

This commission will be made up of psychologists, doctors, specialized social workers, representatives of marijuana user associations and groups of people suffering from diseases for which the use of cannabis is recommended.<\/p>\n

Cannabis regulation against the black market<\/h2>\n

Jos\u00e9 Ram\u00f3n Nadal of Comprom\u00eds has stated that his party would have liked to go a little further in the approach to regulating cannabis, but that this Non-Law Proposal represents a first step to reduce the black market for marijuana.<\/p>\n

Ignacio Sub\u00edas, a member of parliament for the Socialist Party (PSOE) and a physician, maintains that marijuana has been proven beneficial for some patients, especially those with cancer, HIV, or epilepsy. He emphasizes that prohibitionist policies have failed to reduce consumption.<\/p>\n

Along the same lines, Antonio Montel, a member of parliament for Podemos, maintains that there are 100,000 therapeutic cannabis users. He also noted that countries like Uruguay, Portugal, and several US states have regulated the therapeutic use of cannabis. He further stated that some of these countries have also regulated the recreational use of the substance.<\/p>\n
