Stores such as kiosks, tobacconists, or herbalists.<\/p>\n<p>In January 2017, the Italian government passed a law regulating and promoting hemp cultivation and the processing of its products for the creation of fibers and preparations for energy or food use. However, this law does not specify the permitted THC level, the permitted products, or even the flowers (buds). This loophole has led to the emergence of companies dedicated to buying flowers and then selling &quot;light&quot; cannabis.<\/p>\n<h2>What do we call Cannabis Light?<\/h2>\n<p><em>Light cannabis contains a THC level of 0.2%<\/em>, The legal limit for it not to be considered a narcotic substance is 0.6%.<\/p>\n<p>The price usually varies from 4 to 13 euros per gram approximately, depending on the quality of the original plant.<\/p>\n<p>Contrary to what one might think, its consumers are not just twenty-somethings, and they declare that this type of cannabis does not get them high but relaxes them and<\/p>\n<h2>Legality of light cannabis<\/h2>\n<p>European regulations require that every product sold in a store must have a specific intended use. For example, some brands specify that their product is marketed for &quot;technical&quot; use, and this has led to fines being levied because the labeling is considered non-compliant, given the product&#039;s actual use. However, no one has yet upheld these fines.<\/p>\n<p>According to Estefano Masini, director of the environment area of Coldiretti (the main Italian association in the agricultural sector), the law has loopholes and states that to market a product for inhalation it is necessary to have the approval of the Ministry of Health, and therefore the sale is not legitimate.<\/p>\n<p>While the Italian Ministry of Agriculture was enacting a regulation that again emphasized the legality of crops with a THC level of 0.2% or less, the Higher Council of Health published a note explaining that the free sale of light cannabis is not without risks.<\/p>\n<p>Due to this legal complexity and loophole, hemp cultivation in Italy has increased from approximately 400 hectares in 2013 to an estimated 4,000 hectares in 2018. This increase is considered directly related to the boom in low-THC cannabis.
